E-QLT is a simulation-based tool designed to help organisations quantify household-level vulnerability within communities. It enables users to evaluate the effectiveness of existing resilience measures and simulates the impact of various shocks and risks—such as income loss, climatic events (e.g., floods), or the death of an earning member—on household and community resilience.
Designed as an open-source platform, E-QLT is meant to be used by a wide range of stakeholders, including civil society organisations, researchers, funders, and policymakers. Building on existing knowledge and data, organizations can generate tailored scenarios to better understand and plan for vulnerabilities within their specific contexts.
The platform produces detailed reports that highlight community resilience at multiple levels—household, demographic groups (such as income groups or regions), and the community. These insights support evidence-based advocacy and inform strategies for better resilience planning and policy development.
E-QLT has been implemented in collaboration with Dvara Research, Youth for Unity and Voluntary Action (YUVA), and UNICEF India. At the India Conference at Harvard 2025, E-QLT won the Policy Hackathon organized by the Climate Vulnerability Assessment Framework.
The tool can be customised to include specific scenarios, government schemes, and localised data for your organisation’s needs.
